The LGBT Human Rights Defender Emergency Response Initiative is seeking proposals from LGBT organizations based in Asia for the implementation of an LGBT Human Rights Defender (HRD) security and protections program. The organization will be responsible for providing both preemptive and reactive emergency support to LGBT HRDs who are facing/have faced a threat. Deadline for proposals. September 30, 2010.
Responsibilities include:
Preemptive/Post-threat (outside times of crisis)
1. Establish contact with LGBT HRDs across Asia;
2. Identify and reach out to key resource individuals/organizations across Asia that can be called upon the event of a threat (i.e., LGBT-friendly lawyers, medical professionals, relevant diplomatic contacts, etc.);
3. Remotely build capacity of LGBT organizations around Asia to conduct security assessments and craft security plans;
4. Collect and archive security planning resources of use to LGBT HRDs
5. Document all cases of LGBT HRD emergencies
6. Analyze documented emergency cases to identify trends and best-practices to responding to threats against LGBT HRDs
Reactive
1. Serve as regional hub for receiving LGBT HRD emergencies
2. Process and vet all emergency funding applications
3. Coordinate all approved logistical support for LGBT HRDs facing a threat
Interested organizations should submit the following to LGBT.HRD@gmail.com:
1. An organizational capacity statement (1/2 page)
2. A list of current programs with a brief description of each (3 sentences each)
3. Current organizational budget
4. List of donor organizations
5. Geographic scope (in what Asian countries do you operate)
Applications, in English, will only be accepted from organizations based in Asia (this can include Central and/or Southeast Asia). Applications should be no more than two pages (in total).
This program will provide funding for one full-time staff member to implement the program over two years.
